James A. Cartwright is the System Support Manager for SugarHouse Casino, Philadelphia's first entertainment facility focused on games of chance. In this highly demanding role, he is responsible for all computer related activities and systems. Including hundreds of computers, a complex Cisco based computer network and over 40 mission critical applications.

Formerly, he was the Director of Housing Information Technology Service within the City of Philadelphia’s Office of Housing and Community Development. Mr. Cartwright facilitated the successful completion of IT projects, coordinates activities with Housing’s business units and directed the business and technology teams.

In his role as Deputy Director of the Program Management Office within the Mayor’s Office of Information Services, Mr. Cartwright managed a team of program managers, project managers and business analysis. In addition, he served as eGovernment Program Manager responsible for the delivery of services electronically, which included the daily management of, the official website of the CoP. He has managed several high profile projects including ePayPhilly, Wireless Philadelphia™ and Business Process Management (BMP).

Prior to accepting his Mayoral appointments, Mr. Cartwright was the Assistant Director of IT within the Philadelphia Parking Authority. Mr. Cartwright has achieved several degrees and certifications. The networking industries leaders, Novell and Microsoft Corporations, certify Mr. Cartwright as a network engineer.

Mr. Cartwright graduated Summa Cum Laude from Philadelphia’s own Berean Institute of Technology. In addition to an Associates Degree, he received the Nelly H. Wooden Award for Most Outstanding Electronic Student. Mr. Cartwright received a Bachelor’s Degree in Management of Information Systems from Eastern University and a Masters Degree in Information Science from Pennsylvania State University, a college he dreamed of attending since he was eight years old.

Mr. Cartwright is a lifelong resident of Philadelphia. He lives in the Mount Airy section with his wife, his high school sweetheart and their two sons.

Mr. Cartwright is very active in his community. He is involved with the Vernon Road Civic Association and Pleasant Playground Advisory Council, were he holds the titles of President and Past President respectively. He is also a past board member of East Mount Airy Neighbors and New Millennium Foundation.

Additionally, Mr. Cartwright is an associate member of the Philadelphia Chapter of Concern Black Man, Inc. And, is a member of the National Association of the Advancement of Colored People (NAACP), National Association of Black Public Administrators and Black Data Processing Association.
